Objective:
I will approach my duties on the Board with the same dedication to fiduciary responsibility and ethical conduct as I do my own business. I look forward to serving this community as your representative and your voice on the Board of Directors.
Key area I commit to focus on:
Safety & Livability: We need to focus more attention and resources on the safety and livability of our community. As board member, I commit to forming a Safety and Livability Committee that will consist of members of the community and will help identify key Safety and Livability priorities to the Board including better lighting in stairwells; safe access to laundry facilities; repair/resurfacing of stairwells; improved laundry facilities; improved video surveillance in public spaces; enhanced security measures in the community; implement traffic calming measures; placing pressure on owners to remedy squatters and slum lord situations; implement a fair, common sense parking system.
Property Management: As a community, we have been in transition for far too long, from a management company that had grown complacent over the decades at Brookside (Rogal Management), to another management company that was hired and fired in less than a year (Alyon Management); to a period of self-management (in contravention of our by-laws); to the current situation where Mr. Gilmore was hired as temporary property manager. These property management decision were taken with little or no prior discussion or communication with the owners. I commit that all decisions regarding the future property management of our community will be taken with the full participation of the owners through a representative committee and an open-bid RFP process.
Infrastructure Projects: There is a clear need to address critical, long-neglected, infrastructure requirements at Brookside. However, these decisions to commit and spend precious reserve funds cannot and will not be taken lightly, and without the full involvement of the owners. As a board member I commit to form an Infrastructure Committee consisting of members of the Brookside community to ensure that the community has a voice in identifying and prioritizing infrastructure priorities, and then tackling these infrastructure requirements in an open-bid competitive process so as to ensure value for money and quality work performed according to code.
Communication: For far too long, communication with the owners has been inconsistent. As board member, I commit that there will be full transparency regarding all ongoing issues, but most importantly regarding monthly budget reporting, revenues and expenditures, project management and vendor management. We will implement a web-communication strategy to ensure that community information, board communication and other key information is available on-line 24/7.

About Me
I am Eduardo "Eddie" Conde. I was born and raised in sunny San Juan, Puerto Rico, where I graduated with a business degree from the University of Puerto Rico. Currently, I am a Financial Analyst for the United States Department of the Treasury and have many years working on civic boards. I have first-hand experience working with underperforming organizations and developing Strategic Plans that have led to increased revenues, quality of services, and standardized processes that are easy to follow.
I am also involved in my community and serve as a Commissioner for the Fairfax County Human Rights Commission. To me, we must create spaces where everyone can be heard with respect and empathy regardless of race, social/economic status, or anything else that makes us unique.
Why am I running?
I'm running because I'm an owner like you. I own multiple units and want to continue to obtain more. That's right, I believe in the potential of this community that I'm putting my own money, and I'm willing to put my effort into transforming our community into the potential it hasn't seen in a very long time. I believe a responsible board can transform our community into a great place for all residents.
In my opinion, for this community to succeed, we need increased financial transparency, a solid maintenance and improvement plan, and a stronger community. It is unfathomable that we haven't received audited financial statements performed by a Certified Public Accountant (CPA) in years. COVID could have never been an excuse because audits can be done remotely. We need a plan to start addressing our decaying facilities in a financially smart way where we require multiple bids for large jobs. We also need to rebuild our community so owners and residents can participate in the decision-making and provide feedback about the issues that affect us all.
I am encouraged about Brookside Park's future. If you believe I can represent you on the board, I will appreciate your vote and support.

Establish a website with 24/7 access for meeting minutes, financial reports, and other key Association documents;
Establish key Committees involving Unit Owners to help chart our community’s future;

Objective:
My name is Robert Haddad and I am presenting myself as a candidate for the Brookside Park Condominium Board of Directors. If elected to the Board, I commit to uphold the highest standards of integrity, to act with the interest of the members and our community as my sole motivator, and to work collaboratively and respectfully with my colleagues on the Board, with the Brookside staff, with the Unit Owners and with our various service providers and stakeholders.
I believe that the future of Brookside Park is bright and that our condominium can thrive for the benefit of owners, residents and the community at large.
I strongly believe that we need new representation on the Board, bringing new voices, new perspectives, fresh competencies, and a commitment to transparency and integrity.
Key area I commit to focus on:
Financial Controls: Establishing and managing a Budget for the Homeowners Association, ensuring we remain financially strong today and in the future, and above all, recognizing that the Board has a fiduciary duty towards all the members of Association; Sharing monthly financial statements; and collecting HOA dues and paying our HOA invoices in a timely manner;
Strategic Planning: Identifying critical needs of our community and putting a strategic plan in place to address these needs in a logical, methodical and transparent manner;
Competency: Ensuring that the Brookside Community is served by a professional, responsive and competent team of service providers including property management, janitorial/cleaning services, groundskeepers, security, accounting and legal services; Ensuring that all these service providers are here to serve the Brookside community;
Communication: Communicating clearly and regularly with the members of the Association; publishing all Board proceedings and minutes, financial reports and key documents on the Association website;
Local Outreach: Establishing and maintaining communications with the local government to ensure that the voice of our Brookside community is heard and listened to.
Background:
I joined the Brookside Park community in 2021 when I acquired several properties from a previous owner. For the past 14 months, I have been at Brookside on a daily basis, working in the community and getting familiar with the issues facing it. I have been investing in refurbishing my units and getting them rented again. These properties are now a net contributor to the financial health and community of Brookside.
My background is in management and information technology consulting. I have spent 35 years leading teams of consultants across various Federal agencies (Energy, Defense, EPA) as well as in the private sector. I have extensive experience building and managing budgets; in overseeing project scheduling and implementation; and in communicating clearly with clients, partners and staff. These are skill sets which translate directly with the requirements for, and expectations of a Board of Directors at Brookside.
